Prop 10: Revive expired IBC client for Aura Network

Due to recently hard fork for integrating the EVM module, Aura Network chain-id has been changed from xstaxy-1 to aura_6322-2, the IBC light client on Nois side still keeps an old chain-id. Therefore, the IBC connection between Nois and Aura has been frozen.

During Aura hard fork, only new chain-id and module configuration were added to the genesis, nothing has changed in the network state.

This proposal aims to replace expired client 07-tendermint-4 with the state of newly created one 07-tendermint-31. Approval of this proposal is critical for reactivating the IBC connection and resume cross-chain transactions between Nois-Aura.
