Prop 9: Allowlist SuperBourguignon to be eligibile to earn rewards on drand-bot submissions

Dear NOIS Community,
I've been an avid follower of the NOIS project for a while, although I haven't had the opportunity to make a direct contribution.
Now, with the necessary technical setup in hand, I'm ready to operate a stable drand bot, which is already successfully running on the testnet.
I socially swear/promise that I am not running another drand-bot operator under another name.
