Prop 76: Listing proposal: Add support for Quicksilver qATOM

This is a signaling proposal to add support for qATOM on Umee.

Should this proposal pass, the Umee core team will assess qATOM’s risk profile to recommend the appropriate risk parameters, and a separate Token Registry Proposal will be submitted.

Vote YES if you are in favor of qATOM being listed on Umee.
Vote NO if you are against qATOM being listed on Umee.
