Prop 47: Sommelier v6 - SDK upgrades and fixes

This is a proposal to upgrade to the v6 version of Sommelier at block height 8704480, expected to be reached at roughly Thursday, April 27th, 2023 17:30:00 UTC. This upgrade adds the ICA hosts module, includes bugfixes for ledger support and setting delegate keys in gravity, and updates ibc-go to 3.4.0 and the SDK to 0.45.10. No changes to steward or orchestrator processes are necessary for this upgrade, only the Sommelier node.
