Prop 142: Extending Incentives on and pools on Crescent Dex

Summary:
This is an on-chain proposal to add CMDX incentives to CMDX and CMST pools on Crescent Dex. We opened the discussion to the community on our forum to add the liquidity incentives on Crescent DEX by allocating 60,000 CMDX and 3150000 HARBOR for 90 days - to be distributed per across 4 pools as per the model for liquidity rewards.
