Prop 347: GHOST: Instantiate stOSMO Vault

This will deploy a GHOST Vault for stOSMO. Lenders will be able to deposit stOSMO to mint xstOSMO, which is a yield bearing version of stOSMO, accruing interest paid by borrowers
