Prop 344: GHOST: Instantiate gPAXG Vault

This will deploy a GHOST Vault for gPAXG. Lenders will be able to deposit gPAXG to mint xgPAXG, which is a yield bearing version of gPAXG, accruing interest paid by borrowers
