Prop 335: Sending MNTA from the Community pool to the Senate multisig address

The Senate is proposing to send ~125K MNTA received as 2% community tax from MantaDAO airdrop to the Senate multisig address. MNTA then will become a subject of the open OTC sell (partial deal on Plasma). The Senate will announce the date of OTC deal to ensure everyone is able to join.
