Prop 138: Increasing validators count from 80 to 90

(Proposer: comdex.staking-explorer.com). We propose to increase the number of places for validators from 80 to 90 (the last time this parameter was changed on 2022-05-19). This will increase the decentralization of Comdex network by allowing the young validators to enter the active set.
