Prop 44: [SIPS-030] Authorize the Real Yield ETH Cellar

This proposal is for the authorization of the Real Yield ETH Cellar. The strategy for the cellar is provided by Seven Seas Capital and DeFine Logic Labs.

The goals of the strategy are to provide best-in-class organic ETH yields on Ethereum Mainnet. More information about the strategy, including strategy description and estimated APY can be found in the original forum post:

If approved, the chain will accept signed function calls submitted to the cellar contract from the strategy provider.

Performance fee: 20% (15% for strategy provider + 5% for protocol)
