Prop 54: HAQQ Mainnet v1.9.6 Upgrade
Upgrade to v1.9.6: turns EVM precompiles and the paused modules back on, adds security and stability improvements, burns the attacker's funds on the accounts frozen in v1.9.5, and lifts the freeze.
