Prop 126: FlatKV migration: set NumKeysToMigratePerBlock=1000

Start the state-commit migration of EVM state from memiavl to FlatKV on pacific-1 at 1000 keys per block. Once this passes, every node on v6.7 in the default auto write mode starts migrating at the same height.
