Prop 45: Incentivize a New DYM/USDC Pool on Canonical Injective USDC

Streams 36,000,000 DYM from the streamer module over 90 daily payouts (400,000 DYM/day, ~12M DYM/month) to LPs in the DYM/USDC pool #70 on Injective USDC, via gauge #1213. LP shares become eligible after being locked for 7 days; LPs can exit at any time. Governance can terminate the stream early.
