Prop 1048: Recover expired IBC client 07-tendermint-3353 (MedasDigital, medasdigital-2)

The IBC light client 07-tendermint-3353 on osmosis-1, which tracks the chain medasdigital-2, expired after its trusting period elapsed (last update 2026-04-27) because no relayer was running. This proposal recovers it using the active substitute client 07-tendermint-3755, which tracks the same chain with identical client parameters (chain ID, trust level, trusting period, unbonding period, clock drift, proof specs). The existing connection and channels can then be reused without creating new ones. The counterparty client on medasdigital-2 was already recovered through that chain's own governance. No protocol parameters are changed.
