Prop 340: Set the Solana Relayer Allowlist on Mainnet

Summary

This proposal populates the Solana relayer allowlist (solana_allowed_relayers) in the IBC 02-client parameters on the Nolus Pirin mainnet (pirin-1).

The allowlist is fail-closed: while it is empty, no account may submit Solana light-client messages, so no relayer can open or update a Solana client. This proposal authorizes the three relayer addresses operating the Solana integration.

Proposed Changes

MsgUpdateParams replaces the entire 02-client parameter set, so allowed_clients is restated here unchanged at its current on-chain value:

solana_allowed_relayers changes from empty to the three authorized relayer addresses:

Impact

Only the listed addresses gain the ability to submit Solana light-client messages; every other account remains rejected. No client type is added or removed, so the IBC connections and channels already in use on pirin-1 are unaffected.
