Prop 390: dYdX Surge Program - Season 15 Distribution

We are seeking community approval to authorise the transfer of $50,000 (357,142.71 DYDX) from the Community Treasury to be distributed to Season 15 Surge Program participants for the Liquidation Rebate Program (357,142.71 DYDX based on 7-day TWAP of $0.14), allocated proportionally to the top 100 eligible addresses with the largest realized liquidation losses.
