Prop 119: Recover expired IBC client 07-tendermint-12 (wormchain) on Sei

Recover Sei's expired IBC light client 07-tendermint-12 for wormchain by substituting its state with active client 07-tendermint-168. The expired client backs connection-6 and the Wormhole IBC wasm channel-4.
