Prop 83: Recover IBC Light Client 07-tendermint-0 (Osmosis) to Revive MNTL/OSMO Bridge (Round 2)

Proposal 82 recovered this client in April 2026, but the relayer infrastructure behind the bridge failed after execution and client 07-tendermint-0 (transfer/channel-0, connection-0) expired again on 2026-06-16. Substitute client 07-tendermint-127 is Active, is refreshed automatically every few days by a keepalive job, and matches the subject on all parameters checked by the client update handler (chain-id osmosis-1, trust level 1/3, trusting period 864000s, unbonding period 1209600s, max clock drift 25s), with a later latest height. Post-recovery client maintenance now runs on an automated schedule that monitors the recovered client directly, addressing the failure mode that consumed round 1. This proposal contains a single ClientUpdateProposal and moves no funds.
