Prop 222: Signaling Proposal: Migration IBC funds to Cosmos Hub

Umee is undergoing a definitive shutdown of operations. As a result, IBC-token funds held in the escrow accounts of the IBC channels (e.g Axelar, Cosmos Hub, Noble, etc) will become permanently stranded once the chain stops producing blocks.
