Prop 26: [SIPS-027] SteadyMATIC Cellar Incentives (Contingent on SIPS-025)

This proposal authorizes a one-time transfer of 75,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize SteadyMATIC cellar depositors on Ethereum Mainnet.
