Prop 218: Parameter Update for all assets

This proposal updates lending market parameters to support the next liquidation phase after the proposal passes. Existing loans can still be repaid, and previously supplied assets can still be withdrawn. Please vote 'Yes' if you support this proposal, and 'No' if you oppose it.
