Prop 10: Upgrade quicksilver to v1.2.9
Upgrade Quicksilver mainnet to v1.2.9 of quicksilverd
This release:
- Adds support for per zone limits of tx sizes, to support zones with lower gas limits whilst remaining as efficient as possible for other zones
- Cause auto-clearing of unprocessed delegations in event of channel reopen
- Reduce ICA timeout to 6h
- Bump cosmos-sdk to v0.46.11
- Bump tendermint to cometbft v0.34.27
