Prop 20: BCIP-20: Upgrade to v3.1.3 - Height Deadline Confirmation

Context

Following the approval of BCIP-19 (https://www.cosmoscan.io/proposal/19), this proposal confirms the upgrade height deadline for v3.1.3 on mainnet.

The upgrade will follow a soft upgrade approach:

  • The chain continues using the current logic until the specified block height
  • New logic is activated automatically after that height

Validators are required to upgrade their node to v3.1.3 before the deadline below.
