Prop 5: [EXPEDITED] Upgrade to v1.0.4 - ed25519 precompile and authz fix in staking precompile
This update activates the ed25519 verify precompile at address 0x00000000000000000000000000000000000008f3, applies a hot-fix for authorization handling in the staking precompile.
