Prop 97: v6.10.0 Upgrade

Today, we are entering the final step of our migration and the shutdown of the Elys Network chain. This proposal will allow us to return all funds to a treasury address before closing so we can send the tokens back to their original owners after chain closure. For example, if you held TIA, your TIA will be available to claim on the Celestia chain. Side note: We will let you know once you can claim your tokens. The goal of this transition is to ensure the safety of users' funds before sending them back to them. This marks the final step before the complete shutdown of the Elys Network chain.
