Prop 376: dYdX Surge Program - Season 12 Distribution

We are seeking community approval to authorise the transfer of $102,500 (1,138,888.89 DYDX) from the Community Treasury to be distributed to Season 12 Surge Program participants, comprising $50,000 for the Liquidation Rebate Program (555,555.56 DYDX based on 7-day TWAP of $0.09) and $52,500 for the BONK Trading Competition (583,333.33 DYDX based on 30-day TWAP of $0.09).
