Prop 372: Utilise Insurance Fund for DAO Funding

This proposal seeks community approval to transfer 10M USDC from the dYdX Chain Insurance Fund to three separate entities: 2.5M USDC to the dYdX Operations SubDAO for operational runway, 5M USDC to the dYdX Treasury SubDAO for discretionary reserves, and 2.5M USDC to the dYdX Foundation for ecosystem development and governance support.
