Prop 206: Selective Stablecoin Unfreeze (USDC, USDT) – with conservative params

Proposal updates the risk parameters for USDC and axlUSDT aiming to improve liquidity availability and restore normal market function. Proposal enables supply and withdrawal for both assets, keeps borrowing disabled, increases liquidity buffers, lowers utilization caps, and improves liquidation incentives. These changes preserve more liquidity, restore liquidity faster through liquidations, and do not increase risk for any user.
