Prop 352: dYdX Surge Program - Season 11 Distribution

We are seeking community approval to authorise the transfer of $200,000 (1,833,333.33 DYDX) from the Community Treasury to be distributed to Season 11 Surge Program participants, comprising $100,000 for the Liquidation Rebate Program (1,000,000 DYDX based on 7-day TWAP of $0.10) and $100,000 for the BONK Trading Competition (833,333.33 DYDX based on 30-day TWAP of $0.12).
