Prop 33: Finalizing Hybrid Proof of Authority Model

This proposal outlines a hybrid model for validator operations going forward: (1) an existing validator rewards program running until 8/12/2026 where validators earn BADGE based on uptime, and (2) a proof of authority delegation model effective immediately that will become the sole model after 8/12/2026.
