Prop 53: Optimization of Slashing Parameters

Overview

This proposal aims to optimize the Shentu Chain's Slashing module by balancing operational flexibility with higher uptime requirements.

Key Changes:

  1. Window Expansion: Increasing signed_blocks_window from 1,000 to 10,000.
  2. Increased Uptime Requirement: Adjusting min_signed_per_window from 5% to 10%. In the new 10,000-block window, validators must sign at least 1,000 blocks to remain active.
  3. Economic Deterrents: Implementing a 5% double-sign slash and 0.01% downtime slash. This replaces the previous 0% rates to ensure meaningful economic security.

Rationale

While we are extending the observation window to prevent accidental jailing, we are simultaneously raising the minimum uptime bar to 10% to ensure that only reliable and performant nodes support the Shentu network.
