Prop 73: VIP Allocate Reward Correction Proposal

1. Summary

This proposal corrects VIP reward allocations that were miscalculated after the OP Bridge → IBC migration changed L1 bridge addresses for several L2s. The VIP contract used the outdated addresses when computing average locked TVL, which caused Civitia and Echelon to receive less than intended and other rollups to receive slightly more.

This proposal introduces a safe, one-time correction flow:

  1. Add a VIP contract function to resubmit (override) the reward funding amounts for an affected epoch.

  2. Recompute average locked TVL using the correct bridge addresses.

  3. Resubmit the corrected funding amounts so rewards reflect the corrected TVL.

2. Background

During the bridge migration, each L2’s bridge address on L1 changed. The VIP contract’s TVL accounting logic depends on these bridge addresses to measure “average locked TVL.” Because the address mapping update landed late, the computed TVL for Civitia and Echelon was understated for at least one epoch, leading to incorrect INIT reward allocation.

3. Proposed Contract Change

Add a function to the VIP contract that allows resubmission of reward funding amounts for an affected epoch.

5. Execution Plan

  1. Deploy the VIP contract update that enables reward resubmission.

  2. Recompute the average locked TVL with the corrected bridge address mapping.

  3. Submit the corrected reward funding transaction for the affected epoch.

  4. Verify on-chain events and resulting allocations.

6. Impact

  • Rewards previously allocated to other rollups will be reduced slightly.

  • Rewards for Civitia and Echelon will increase according to corrected TVL calculations.

  • No change to ongoing reward logic is intended beyond enabling this correction.

7. Governance Votes

  • YES – You support implementing the proposed correction.

  • NO – You oppose implementing the proposed correction.

  • NO WITH VETO – You strongly object (spam, harmful, or violates governance principles). If more than one-third of total votes are cast as No with Veto, the proposal is rejected and any deposits are forfeited (burned).

  • ABSTAIN – You do not take a stance, but your vote counts toward quorum.
