Prop 322: Execute Transfer for Oraichain Mainnet Block Reward Continuation

Following the approval of Proposal #319 (https://scanium.io/Oraichain/gov/319), this proposal is submitted to execute the fund allocation for continuing Oraichain Mainnet block rewards.

This proposal transfers 490,000 ORAI from the DAO Treasury. The Oraichain Foundation will combine this 490,000 ORAI with existing ORAI resources to execute ORAI burns totaling 1,000,000 ORAI in subsequent proposals.
