Prop 4: [EXPEDITED] Disable ICS20 Precompile (0x0802) - Security Mitigation

EXPEDITED PROPOSAL: This proposal disables the ICS20 precompile at address 0x0000000000000000000000000000000000000802 as a precautionary security measure. The ICS20 precompile enables IBC transfers from EVM smart contracts. Analysis confirms this precompile is currently unused on TAC mainnet: zero IBC channels exist, zero transactions have been sent to the 0x0802 address, and no IBC denom traces are present. Disabling it eliminates potential attack surface related to precompile vulnerabilities while having no negative impact on chain functionality.
