Prop 68: OmniFlix Hub v6.1 Upgrade - Chain Shutdown

This expedited proposal schedules a software upgrade to intentionally and permanently halt the OmniFlixHub chain as part of the migration to Base.

If passed, the upgrade will occur at block height 21,488,000. Validators must install and run the new binary at the upgrade height. The binary includes an upgrade handler and enforces a deterministic panic after the upgrade has been applied, ensuring a coordinated chain shutdown across all validators.

The upgrade does not introduce new state changes. Its sole purpose is to safely stop block production through a governance-controlled mechanism, preventing partial halts.

After the upgrade height, the chain will no longer produce blocks.
