Prop 20: Parameter changes

This proposal aims to set the double-sign slashing penalty on the Shido Network to 0%. By removing this penalty, delegators can feel safe delegating to any validator without the risk of losing their staked SHIDO due to double-sign incidents. The measure is intended to support network decentralization by reducing fear-based concentration around a small group of validators.
