Prop 66: Reduce Active Validator Set to 27

Summary:

This expedited proposal reduces the active validator set on the OmniFlix Hub from 75 to 27 validators. This change ensures stable chain operation with a smaller, more efficient set of active validators as the network transitions toward its final phase before shutdown and migration to Base.

Rationale:

With inflation turned off and no further staking rewards being distributed, maintaining a large active validator set is no longer necessary.

Reducing the active set size to 27:

  • Lowers operational overhead for both validators and the network.
  • Ensures continued consensus stability with a smaller, committed validator group.
  • Facilitates easier coordination among remaining validators during the final maintenance and shutdown stages.
  • Aligns with the network’s reduced economic activity while maintaining security and availability until final block production.

This move also allows validators who no longer wish to maintain infrastructure to safely unbond, while preserving network integrity through a smaller, reliable set.

Implementation:

  • Single parameter change: staking/params/max_validators = 27
  • Takes effect immediately once the proposal passes and the parameter is updated.
  • No other protocol-level changes required.
  • Governance and transaction processing will continue as normal.

Voting Options:

  • YES — Reduce active validator set to 27.
  • NO — Keep current validator set size (75).
  • ABSTAIN — Participate without expressing a preference.
  • NO WITH VETO — Consider the proposal harmful or premature.
