Prop 17: Whitelisting b14g Deployer Address to launch Co-Staking Marketplace

This proposal requests whitelisting b14g’s deployer address to upload and instantiate CosmWasm contracts for the b14g Co-Staking Marketplace on Babylon Genesis.
