Prop 9: Recover Expired IBC Client 07-tendermint-31 on CosmosHub

The IBC client with ID 07-tendermint-31 on chain cosmoshub-4 has expired. This expiration disrupts IBC packet relaying between bitway-1 and cosmoshub-4, affecting:

1.Cross-chain token transfers (e.g., USDT, ETH, ...).

To restore connectivity, we propose executing a MsgRecoverClient transaction to reset the client state using a trusted validator-signed header.
