Prop 19: noble-shido ibc client recover

This proposal aims to recover the expired Shido→Noble IBC client (07-tendermint-9) using a newly created substitute client (07-tendermint-12). Recovering this client will restore IBC connectivity between Shido and Noble without affecting existing channels and connections.
