Prop 6: Update Parameters: Enable inflation

This proposal enables protocol inflation under the INTO tokenomics model.

Key parameters:

• Inflation starts at 10% and decreases by 25% annually, reaching near-zero after year 10.
• Total supply projected to grow from 400M → ~559M over 20 years.
• Emissions distribution: • 70% Community Pool • 25% Staking Rewards • 5% IBC Relayer incentives

Parameters use an average block time of ~1.4s (blocks_per_year subject to adjustment). The start time is set shortly after the proposal’s passage.
