Prop 28: Community Pool Spend: 3.33 M ARKEO for Liquidity & Incentives

This proposal requests 3,333,333 ARKEO from the community pool to be sent to the dev-fund multisig and deployed to fund liquidity incentives for the USDC/ARKEO pool on Osmosis Zone (pool 2977) for 120 days. We will communicate status within the community channels.
