Prop 7: Upgrade quicksilver to v1.2.7
Upgrade Quicksilver mainnet to v1.2.7 of Quicksilverd
This release:
- Adds support for re-establishing closed ICA channels
- Enables inflation emissions and distribution in the following manner:
- 80% staking rewards
- 17% incentives pools
- 3% community pool
