Prop 550: Injective Mainnet Performance Upgrade

This proposal aims to further enhance the Injective network's performance and expand its capabilities, with the potential to increase the amount of INJ staked onchain.

If passed, this proposal will commit the Injective blockchain to halt at a target block height of 129772500 (approximately 14:00 UTC / 10:00 ET on August 19th, 2025) and resume with the v1.16.2 version of the Injective Chain application binary.
