Prop 87: Update Max Eden Reward APR for Stakers and LPs and multiplier for ELYS:USDC

As part of our ongoing effort to phase out EDEN-based incentives, we are proposing a reduction in APRs for both Liquidity Providers and ELYS stakers. We propose the following changes:

Reduce maximum EDEN APR for Liquidity Providers:From 25% → 10% Reduce ELYS Staking APR:From 35% → 10% (after feedback from community) Increase ELYS:USDC pool multiplier from 1.5 to 2.5 (maximum 25% APR)
