Prop 9: Proposal for the Transfer of Developer Grant Allocation

Simple Summary
This proposal enacts the developer grant allocation logic defined in HIP-2 by authorizing the initial movement of newly generated inflationary HP coins (5% of total inflation) to a designated wallet (hippo15rfg4pydf83zydqkn8g3x7fqahtmhwwqr42rc0).
## Abstract
This proposal authorizes the transfer of newly minted HP coins, from block 632,012 up to 1,264,024, into a dedicated wallet (hippo15rfg4pydf83zydqkn8g3x7fqahtmhwwqr42rc0) designated for development grants. As defined in [HIP-2: Mainnet Node & Validator Proposal], 5% of all newly minted HP coins from inflation are reserved as grants for development teams contributing to the Hippo Protocol mainnet’s technical infrastructure. The coins will be moved to hippo15rfg4pydf83zydqkn8g3x7fqahtmhwwqr42rc0 on Aug 14, 2025.
## Motivation
Establishing a transparent and trackable pool of development funds supports the growth and sustainability of Hippo Protocol’s core infrastructure. This transfer enables future community-led grant proposals while separating developer funds from other allocations.
