Prop 73: Polygon Cross-Chain Functionality Restoration

This proposal aims to restore cross-chain functionality with Polygon, which has been disrupted due to Polygon oracles going offline. By passing this proposal, the oracle states will be reactivated, enabling seamless cross-chain services and ensuring the continued interoperability of the network.
