Prop 83: Enable swap takers fees and change takers fee burn module interval

Due to the incorporation of a new perp takers fee parameter in the upcoming upgrade, this proposal would enable swap takers fee while the upgrade would enable perp takers fee. Along with this we propose to change the time interval between takers fee buy and burn $ELYS module from 1000 blocks (1 hour) to 48,000 blocks (2 days) to give a much bigger impact.
