Cronos POS Chain V6 Network Upgrade
## Summary
Dear community members,
We are pleased to announce the governance proposal for the Cronos POS Chain v6.0.0-2 mainnet upgrade. This upgrade enhances network performance, security, and interoperability with the latest Cosmos SDK advancements. Validators and node operators must upgrade to v6.0.0-2 at block height 24836000 if the proposal passes.
Tentative upgrade date: July 28, 2025.

This upgrade introduces the Circuit Breaker module, database optimizations, and key dependency updates: Cosmos SDK v0.50.10, IBC-go v8.5.1, CometBFT v0.38.13.

#### Core library upgrades
- Cosmos SDK v0.50.10: Enhances event handling, modularity, and consensus engine flexibility for better performance and maintenance.
- IBC-go v8.5.1: Improves cross-chain communication and IBC ecosystem compatibility.
- CometBFT v0.38.13: Strengthens consensus layer stability.

#### Circuit Breaker Module
The x/circuit module allows network operators to freeze specific message types during emergencies, mitigating vulnerabilities without halting the chain.

#### RocksDB caching layer
A caching mechanism for RocksDB reduces RAM usage during block execution, lowering costs for validators and node operators.

#### MemIAVL and RocksDB Enhancements
- MemIAVL: Improved state sync performance and consistency.
- RocksDB v9.2.1: Optimized read/write performance and memory usage.

#### Other Updates and Fixes
- Solo Machine v0.1.4
- MsgModuleQuerySafe added to ICA host settings
- Enhanced validation for expedited governance proposals
