Prop 76: Update minimum_long_take_profit_price_ratio to 1.000000000000000001

This proposal updates the minimum price ratio required for setting a take-profit order on a long position. By changing the minimum_long_take_profit_price_ratio to a value just above 1 (1.000000000000000001), it removes previous restrictions and allows users to place take-profit orders much nearer to their initial entry price. This is the minimum value permitted by the ValidateBasic function.
